Canada Requires $580 Mln To Process Immigration Applications

The fiscal costs of processing economic immigration applications through the Express Entry (EE) system, Federal Skilled Workers (FSW), Canadian Experience Class (CEC), and Federal Skilled Trades (FST) were analyzed in a report that was published on Tuesday by the PBO.

The province of Quebec, which has its own distinct immigration system, is not included in the report.

The ROC’s gross cost, according to the PBO, would be $792 million over five years. The report states, “This will be offset by $743 million in fee revenue, for a net cost of $48 million.”

Giroux noted in his report that in order to meet Ottawa’s time goals, 80% of applications should be processed within six months. While the majority of expenses are covered by the government, some are taken from the estimated C$91 in mandatory fees paid by applicants and permanent residents.

The report noted that Immigration, Refugees and Citizenship Canada (IRCC) currently has approximately 65 percent more staffing than is required to meet the deadlines. As a result, Canada currently covers both application and processing costs for immigrants.

According to the PBO, the report aimed to increase budget transparency and accountability while also improving the “quality” of parliamentary debate.
